Class: SqlDeliveryFence
Defined in: packages/agentos/src/io/channels/meetings/stores/sql.ts:700
The durable DeliveryFence for a FencedOutbox: a run's fence is its run-lock row's outbox_fenced_at, so it
holds across a restart and between processes that share the tables. It is apart from the content fence the stores set
when a run enters purging. Fences are kept for good, so it has no forget.
