Judges one TOOL_CALL_REQUEST chunk with the guardrails that set config.evaluateToolCalls, as the output stream
judges the tool-call chunks it carries: resolves to the blocking evaluation (a SANITIZE is applied as a BLOCK), or to
null when the guardrails let the chunk pass.
