Allocate a cumulative report once and keep its exact interval receipt. Smaller totals, altered retries, or usage after final are errors. A new report id with an identical nonfinal total creates a zero interval. Credit freshness is required for every allocation; already committed receipts remain immutable. A final report must come from the authenticated provider lifecycle or the host's positively fenced recovery.

For an unknown or unbound reservation (invalid transcription reservation), an altered retry
