Builds a learning layer.
gmi() builds one per agent and the full runtime one per AgentOS when their learning option is on. A product
that builds its own memory manager and runs its own turn loop calls this itself: forLearner() for each session,
prepareTurn() before each turn, and the personality section it returns goes into the system prompt.
