Asks the host about each hold whose time is up (a held hold past expiresAt, a deferred one past deferredUntil)
and settles or defers it. A resolver that throws defers the hold for 15 seconds: an expired lease is never itself
evidence that work stopped, so nothing is released or consumed on a failure.
