What a hold's recorded attempts cost, on each side: each attempt's quantities summed per snapshot and component, the customer's capped at the per-attempt limits, then each component rounded up once; plus each snapshot's per-attempt minimum. Attempts never reported cost the customer nothing and keep their supplier most open.
