disputeCreditLot(store, input): Promise<{ affectedHoldIds: string[]; status: "not_found" | "opened" | "existing"; }>

Opens a dispute on a lot: the lot funds nothing new, the account admits no new hold, and the holds already allocated to the lot stay held until their own fenced settlement. Answers those holds, for the host to stop their calls.
