Function: meetingFundingUpgradeDdl()

meetingFundingUpgradeDdl(tablePrefix?): string

Idempotently upgrades existing meeting stores, including the prepared-creation prerequisite. It composes meetingStoresUpgradeDdl, then adds the funding columns and the funding scan's partial index again, each guarded by IF NOT EXISTS, so tables an earlier version made, or tables this version made, end with the fresh schema's columns and that index. A host applies it in its migration, in one transaction, before it constructs the stores.

Error, the one meetingStoreTables throws, when the prefix is not a lower-case letter followed by at most 37 lower-case letters, digits or underscores; no SQL is built.
