Settles a hold once: connected time rounded up once to whole seconds at the media rate, plus the recorded attempts'
declared units, each final component rounded up once, held to the hold's customer most (an overrun is the platform's
loss, never an overdraft). The charge consumes the hold's allocations in their order; each share's remainder returns
to its lot, or retires when the lot is an expired promotion or closed. Supplier cost settles on the day of at.
Without evidence that the media closed and the inference stopped, nothing settles: the hold is deferred.
